The latest from the Vallejo, CA rapper ISSUE is Ninety Four, a Soundcloud loosie that has something to say about the year 1994 but can’t move past a glacial refrain. The video he made to go with it – what looks like a promo trailer for some old video game or animation software – doesn’t give up much up either, but you sense that ISSUE’s reticence is purposeful and considered: a direct result of his garbled thought processes rather than mere atmosphere.
